The Transformation of Substitute Foster Care in the Czech RepublicThe View of the Street - level Bureaucrats.

This diploma thesis entitled Transformation of Substitute Foster Care in the Czech Republic. The View of the Street-level Bureaucrats is devoted to socio-legal protection of children. As well as placement of the youngest children in the institutional care. It deals with significant changes of previous amendments in 2006 and 2012 and describes the current amendment No. 363/2021, which entered into force on January 1st 2022. This amendment enact the limit of three years for placement in an institutional facility. In the research, therefore, the attention was paid to children in the age group 0 - 3 years. The issue directly affects street-level bureaucrats as they work directly with families and children. These workers submit motions to the court, keep file record and also maintain an emergency. They are part of the state administration and are affected by some of the conflicts that are present in their daily routines. For example the inflexibility of the system or the mistrust and lack of motivation of some of their clients. The research was based on theory of Street-level bureacrats by Michael Lipsky. The goal of thesis was to acquaint the reader with the adotion proces. I described in work forms of substitute family care, roles of the social worker in the adoption proces. In the first part I specified the meaning of substitue family care and what it involves. In the second part I meantioned the roles of the social workers in this proces. The third part is about the network of services. In the last part you can find, how the adoption proces ganges in the Czech Republic.
Foster care - negotiating between care and work and gender aspects of care

The bachelor thesis deals with foster care and its position on the boundary of care and work. The term care is understood as "care from love" in the family, which according to societal ideas should be provided regardless of the existence of financial rewards. The term work is used in the sense of paid employment. The boundary is examined on a general and gender level. The core of the bachelor thesis is qualitative research which is based on the analysis of semi-structured interviews with eight foster carers, namely with four long-term male foster carers and four long-term female foster carers in pairs. The thesis concludes that foster care reflects the established gender order, within which care is an activity that is inseparably linked to the identity of women. However, this identity is also professional in nature and penetrates the field of paid work. Nevertheless only women construct their professional identity in the context of foster care and the boundary of foster care between care and work is therefore gendered. In addition the thesis shows through the analysis of the perception of financial rewards by foster carers that "care from love" and the money provided for it are not in conflict, but on the contrary can provide a symbolic expression of the value of care itself. Long-term foster care from the perspective of selected foster parents

This bachelor thesis is focused on the issue of long-term foster care in the Czech Republic, from the perspective of foster parents, who are an important part of the form of substitute family care. The work is classically divided into theoretical and practical part. The theoretical part of the work defines the substitute family care, mainly foster care with a focus on the long-term type, and explains the important aspects and concepts related to the given care are explained. In practical part, we can find an outline of the research, which is aimed at interpreting the identified data, we got thanks to structured interviews created with selected foster parents and comparing them, including a subsequent summary of the main findings briefly recorded in the results of this work. The main objective of this research and overall my bachelor's thesis is to gather up-to-date information on the whole issue of long-term foster care, from the perspective of the actors of long-term foster care, more precisely foster parents. Relevant sources from book publications and internet sources of the issue were used to identify the necessary information during the whole cration of the work, including the mentioned structured interviews with selected foster parents. Diese Arbeit beschäftigt sich vor allem mit dem Thema der Pflegschaft, sowie mit den anderen Formen der Pflege um das Kind. In der Arbeit werden die Entwicklung und die rechtliche Regelung der Pflegschaft behandelt. Die Entstehung der Pflegeförderung tritt auf, wenn die leiblichen Eltern gehindert sind, sich um ihr eigenes Kind kümmern zu können. Diese Hindernisse können kurzfristiger oder dauerhafter Natur sein. Die Pflegschaft kann in die individuelle Pflege und Gruppenpflege unterteilt werden. Ein Beispiel für die Gruppenpflege sind die SOS-Kinderdörfer. Wenn das Kind einer fremden Person anvertraut wird, steht am Anfang des ganzen Prozesses die Eintragung des Antragstellers in das Register, weiter folgt die Phase der Vorbereitung und dann die Vermittlung der Pflege. Die Rechte und Pflichten der Pflegeeltern sind durch das Bürgerliche Gesetzbuch und durch das Gesetz über den Sozial- rechtlichen Schutz des Kindes bestimmt. Die Grundpflicht der Pflegeeltern sowie ihr Grundrecht bestehen darin, sich um das Kind so persönlich zu kümmern, dass es sich gut entwickelt. The diploma thesis titled "Foster care" is dedicated to the foster care in the Czech republic. Its main objective is to explore the benefits of legislative changes to the functioning of foster care. The work also provides view of alternative forms of family education and types of foster care. In the theoretical part of the thesis focuses on the history of foster care, its forms, modes of mediation, both for applicants and in children. Furthermore, is the financing of foster care and foster's rights and obligations that are newly included within the framework of foster care. Finally, the work also addresses the difficulties that foster care entails, and which should be equated foster even before the adoption of a child in foster care. There is the thesis research among foster families focusing among other things on the evaluation of changes in foster care from their perspective in the practical part.
Media Image of Tranformation of the System of Care for Vulnerable Children

My thesis, "The Transformation of the Media-Image for Children's Systems of Care" analyzes the system of care for vulnerable children in the Czech Republic, specifically how Act. No 359/1999 Coll. transforms the the socio-legal protection of children. The amendment aims to reform services inthe area of preventive action: the legislation prioritizes the family as the best environment for the child. Under this amendment, a child is placed in institutional care only as a last resort. Additionally, the amendment also professionalizes and standardizes the social-legal protection of children. Transforming a bureaucratic system is always a political process in which different actors are involved, who aim to implement new policies promoting their best interests. The aim of this paper is to describe the image of Czech households in the media depicted by policy actors, and how these images consequently transformed the system of care for vulnerable children. For this purpose, content analysis of media communication, ranging from print media, television networks, radio stations, and websites, and the other complementary methods were applied. Intercountry adoptions from Uganda

The thesis is devoted to the issue of interracial adoption, when Ugandan child lives in the Czech adoptive family. The aim is to focus on the ethical aspect of interracial adoptions. Attempts to find out whether this type of adoption is really in the best interests of the child. The first part of the thesis provides general background information about Uganda as a country of origin of children. Describes historical development and socio-economic situation of the country, the issue of HIV/AIDS and information about orphan and abandoned children. The second part describes the process of international adoption, both generally and on the part of both participating countries, namely Uganda and the Czech Republic. The third part deals with the ethical side of the adoption. Aim is to find out how the circumstances of the interracial adoption can affect the adoptive family and the future development of the child, how they cope with the racism and discrimination and questions about childs identity. This part is based on surveys, studies and interviews with adoptive parents and their adopted children.
Causes of long staying of children in the institutional care

This diploma deals with the care of vulnerable children in the Czech Republic and in the domeins of foster care and residential care. The main emphasis is in the views of the actors involved and their perception of children, parents, foster parents and applicants for adoption in the space between the biological family, institution and foster care. This thesis attempts to describe the causes of the long stay of children in institutional care, according to some participants. The main methods are interviews with key stakeholders who are selected on the basis of rapid analysis of stakeholders. The research questions are at work identifying the main causes and sub-system problems from the perspective of actors, is devoted to their interest and proposed solutions. Theoretical basis are the stakeholders and their roles, how their behavior, relationships, roles and interests affect the functioning of the system and resolve the problem. Developmental psychology and socialization of individuals are used to explain the problem. The diploma describes the current state of the system of care for vulnerable children in the Czech Republic, family policy and outlined the proposed solutions of the Ministry of Labour and Social Affairs, considerable space is devoted to temporary foster care for the person and social worker.
